Mr. McDowell said that prior to Bill Osborne's death on March 14, 1999, it was a common consensus among PTAR members that, "This organization was what kept Bill alive. In the earlier days of the Squad when he was still healthy enough and working as an upholster - he worked at Drexel Heritage - he loved the ambulances so much that whenever the Squad would get a call, he would leave work. And the ambulance would pick him up there at Drexel, and he would go run calls, however many needed to be run. And at that time, we were totally volunteer - we charged nothing. He did it because he loved it." (Bill) Osborne "This was his commitment. Outside of his family and his God, this organization was all consuming. (Bill) Osborne "Our honoring him by dedicating this building to him is a very small part to pay - it's a very small homage. Bill Osborne lived it every day, and today we would like to dedicate this building to Bill," Mr. McDowell said. A short slide show of photos of Bill Osborne was then shown, while a moment of silence was observed. Afterwards, a ribbon cutting ceremony was held, and a plaque was also unveiled with a photo of Bill Osborne, dedicating the new building to him.
